In CS2, utility comes in different shapes and sizes. The most popular is definitely the flashbang, which practically every single team has in a round, while smoke grenades take second place for their use in utility lineups.
The most overlooked and underused by a significant margin has to be the decoy grenade. A lot of players consider the decoy grenade useless as it does not deal damage, deny vision, or even blind opponents. With that being said, the decoy grenade still has its uses within Counter-Strike.
Decoys have been used as fake flashes, and it’s a strategy that does work, but not repeatedly. The best way to fully utilize a decoy is to completely fake a site take. Throw smokes to block off vision, flashbangs to disorient a whole team, and finally decoys to simply scare enemies with the amount of weaponry they think is next to them.

The decoy grenade, when thrown and popped, will play the sound of the held weapon that the person throwing it has. For instance, if you’re holding an AK-47 and throw a decoy, when it eventually pops it will play the pure sound of an AK firing in intervals before running out and exploding.

A simple tactic that has led to favorable results before is to throw a decoy towards a site fast while holding only a pistol. This will give the enemy team the impression that your side is only able to buy pistols and could trick them into expecting a full rush on an eco round.
Unlike other grenades like the HE or the Molotov/Incendiary that deal direct, significant damage when thrown, the decoy grenade doesn’t do that. When it runs out and eventually explodes, however, it can deal 1 HP of damage to anyone standing on top of it.

Make a quick search and look for compilations of players from Global Offensive or CS2 down to their final point of health just to get killed by a decoy grenade. It almost never happens, but when it does, it’s a funny way to break the tension of a competitive game and even get laughs out of other players.
At the end of the day, the difference between a decoy grenade and other pieces of utility in CS2 is how often they can be used effectively. While situations are few and far between, you can’t deny that there are still pretty good uses for the decoy grenade.
